Much debated parking by-law passes

At Tuesday’s regular meeting of Council, amendments to the North Bay On-Street Parking By-law were passed that will affect parking during the winter months.

Among the changes is the definition of “winter months,” when it comes to parking. Previously, the overnight parking prohibition ran from November 1 to March 31, inclusive. Under the newly adopted regulations, the overnight ban will be effective from November 1, up to and including April 15.

Staff reports on the subject indicate that the extension of the overnight parking prohibition into April was necessitated by early spring snow and ice storms that regularly occur at that time of year. There is also language in the report that vehicles will not be ticketed once the snow melts for any remaining time on the ban, until April 15.

There are also new permitted parking schedules for different areas of the city. Previously, no parking on city streets was allowed between 3 a.m. and 6 a.m. The new parking by-law will see three different parking prohibition times. From 3 a.m. to 8:30 a.m., no parking is permitted on cul-de-sacs or dead-ends. The Downtown Improvement Area will have an overnight parking ban between 3 a.m. and 6:30 a.m. and the remainder of North Bay will be barred from parking between 3 a.m. and 7:30 a.m.
