Taxpayer tells council to change directions

A resident of North Bay says city council is going about it backwards when putting together its 2016 budget.  Karen Anderson says it’s a mistake to start the budget process by talking about tax increases.

Anderson says what mayor and council have to do instead is start at cutting taxes by five percent.  Anderson says when you tell staff you want increases in the one to three percent range, then staff will build a budget according to those numbers.

She adds but if you start in minus territory, then staff will work toward making cuts.
