Arena project coming back to council

The new Community and Recreation Centre project is the focus of a couple of special council meetings on Wednesday evening.  

A market sounding report gauging interest in building a twin ice pad facility with a $52 million limit to the project will be discussed.  

The report says there were 13 participants, with all indicating interest in pursuing the project if there is a change in procurement method. 

A Progressive Design Build (PDB) is the preferred option, with early contractor involvement.

The budget is another issue.  

“All participants indicated that the current budget of $52 million was likely insufficient given the current design and Net Zero energy requirements,” states the report. “While some cost saving efficiencies suggestions were provided, the overall commentary was that even with a redesign, the Net Zero requirements will drive the cost higher and likely above the budget.” 

Some suggestions around cost optimization include a side-by-side design, potentially moving the location closer to Lakeshore Drive, pre-engineered structures and more.  

The report says the participants also feel the 2025 timeline for completion is aggressive, with most agreeing that construction would range from 16 to 20 months from start to finish.  

“If the project proceeds as a PDB, the timeline would need to consider the re-design and approvals process,” states the report, which is estimated at four to six months.  

A draft recommendation calls for staff to develop and issue a Progressive Design Build Request for Proposals to be issued early in the first quarter of 2024.  

It also looks to staff to prepare budget target options for council consideration early in the new year.
