Council to discuss new Community and Rec Centre

An update on the $51.6 million Community and Recreation Centre will be discussed at a special committee meeting of council on Monday.

That total cost of the project is included in a staff report, which also says the updated building design to receive $25.7 million in federal funding is complete. 

MP Anthony Rota announced the Green and Inclusive Community Buildings (GICB) program funding in June. 

The project’s Class A cost estimate, preliminary capital financing plan and future operating forecasts are also completed.  

The estimated costs of the project are detailed in a staff report:
– Arch. & Eng. Services $2,520,500
– Construction Costs (Class A Nov 2022) $43,531,000
– Allowances $2,569,857
– Contingency (5.8% of overall Project) $2,984,204
Total Project Cost (Nov 2022) $51,605,561

The report recommends council direct staff to initiate tendering for the construction once construction documents are assembled. 

“As of November 2022, cost estimates for the project are within the funding envelope previously shared with council (June 2022) and the funding submission to the GICB Program,” states the report. “Total committed costs to date on this project are $2,614,501.”

The report says a completed GICB funding agreement will be in place before the tender is awarded. 

The proposed project includes twin ice pads and would be located at the Omischl Sports Complex. 

Another option in the report, which is not recommended by staff, is to end work on the zero carbon community and recreation centre and restart the process including location, design, and number of ice pads.
