Integrity Commissioner’s report coming to council Tuesday

(Update) Council received the report for information purposes on Tuesday night. Discussion was limited to that procedural aspect, with councillors advised by the mayor to file a notice of motion if they wish to further discuss the contents of the report.

The City of North Bay’s Integrity Commissioner has ruled councillor Jamie Lowery did not contravene section 13.1 of the Code of Conduct involving a motion last September.

The ruling and report comes after a complaint from the Cassellholme Board of Management about a council discussion and vote on Sept. 2, 2025, regarding a motion involving Cassellholme and Castle Arms.

Integrity Commissioner Guy Giorno’s report says Lowery, who is a former CEO of Cassellholme and current Executive Director at Castle Arms, did not have a pecuniary interest in the motion and did not contravene the code.

You can find the entire report on the city’s website, as part of Tuesday’s council agenda.

The cost to the city was just shy of $19,500.

A staff report says $75,000 is budgeted each year for investigations made by the Integrity Commissioner.
